Adds a labeled search field to the 17-case builder picker. It searches case names, conditions, and observed outcomes, keeps the selected case visible, and makes arrow/Home/End navigation follow only visible choices. Selection continues to update the case URL and result; the filter does not run any fixture or tool.
Verified locally: 14 focused tests passed; generated 17-case report and content-based builder asset checks passed; diff has no whitespace errors. This UI displays project-authored local fixtures, not human approvals, provider calls, delivery evidence, or production safety proof.
