Summary

• Add a read-only JSON inspection command for file authority reconciliation, including authority and file-anchor locks, pinned authority mode, local/external checkpoints, and protocol-2 or protocol-3 committed state.
• Detect missing, malformed, or changing records and paths. Protocol 3 includes the authority mode in its digest; a valid looking substituted mode is detected while the checkpoints still agree.
• Document the limited point-in-time nature of inspection and add focused tests for unchanged files, stranded locks, selective state loss, checkpoint mismatch, substituted mode, invalid records, and path replacement.
