Reviewed against issue #796. The default view for another user now opens Report Runs, matching Razor, and the seven navigation targets remain wired. The remaining definition-of-done gap is a rendered frontend test proving that UserPageTabs shows the Report Runs body by default; the current test covers only the tab-selection helper. Please add that rendered test.
