gcc-14: std::locale("") no longer crashes

All four images now ship gcc-14 14.3.0-oi-4 (developer/gcc-14, gcc-14-runtime, g++-14-runtime). Since 14.3.0-oi-1, OpenIndiana has built gcc-14 with the dragonfly locale backend, but the Solaris ctype constructors leave a member uninitialized that the destructor later hands to freelocale(). A C++ program that creates a named locale (std::locale("") with LANG=C.UTF-8) could therefore segfault, or abort with "lfree() called with a misaligned pointer" vmactions/openindiana-vm#19https://www.illumos.org/issues/18481).

oi-userland fixed this in PR 27758, and oi-4 reached hipster on 2026-10-03, a few hours after the v1.1.8 images were built. v1.1.8 therefore still ships oi-3. Builder 2.1.4 rebuilds all four images on oi-4.

The reporter's test program, run with LANG=C.UTF-8 LD_PRELOAD=libumem.so.1 UMEM_DEBUG=guards:

libstdc++ oi-3 (v1.1.8) 5/5 SIGSEGV libstdc++ oi-4 (v1.1.9) 5/5 exit 0

oi-3 was tested by loading its libstdc++ into the previous image; oi-4 was tested on the new 202604-build image. gcc-14 is still built with -O2, so the v1.1.8 build-speed fix holds.

The test matrix is unchanged: 27 jobs pass and the 9p job is skipped, as in v1.1.8.
