Routine dependency PRs accumulate because merge policies, grouping and repository settings differ. Adopt the verified Tools v0.27.1 reconciler, weekly routine groups and separate security updates, with review for major, sensitive and coordinated releases.
Use one declared CI contract and a real tested-integration receipt. Preserve application tests and require exact-head CI against current main before merging. Update individually reviewed workflow action releases only where all existing inputs remain supported. Keep frozen/vendor fixtures outside routine module updates.
Validation: fleet workflow lint, policy preflight and transformation negative controls passed. Published SDK consumer acceptance passed. Full repository CI and merged-main CI/deployment are required; no checks or security gates are bypassed.
