fix: install curl in backend image to unblock healthcheck

python:3.12-slim doesn't ship curl, so the api service healthcheck always failed, keeping the container permanently unhealthy and preventing web from starting via depends_on: condition: service_healthy.

Change

docker/Dockerfile.backend

• Add curl to the apt-get install --no-install-recommends block alongside existing system deps
