This adds support for task-level and group-level concurrency controls.

Task-level concurrency is configured on the task/workspace, and applies across the project for the specific workspace, and considers the specified task parameters - for example:

@cf.task(concurrency=4)
def call_model(prompt): ...

Or to specify specific parameters to consider:

@cf.task(concurrency=cf.Concurrency(1, params=["account_id"]))
def sync_account(account_id, since): ...

Group-level concurrency is defined when starting executions in a group, and applies only within the run:

with cf.group("fetch", concurrency=2):
    executions = [fetch.submit(url) for url in urls]
