Routine next-step and backlog requests now keep offers within the selected session purpose. Parked observations enter those offers when the user explicitly requests parked or broader work, or evidence shows they block selected work.

The core rule and hr-what-next no longer treat finishing the purpose or invoking the skill as a broader request. The ledger still accounts for every item. Out-of-scope entries retain their decisions and triggers and appear by count and ledger link. Existing authorized work continues.

Scope scenarios cover routine next-step requests, explicit parked-work requests, a demonstrated blocker and a finished purpose with parked items remaining. Deterministic checks exercise accepted and rejected replies and the evaluation runner's stub responses. These checks do not establish model compliance.

Local review also corrected close-out instructions that could reintroduce parked items and strengthened the finished-purpose fixture to reject dropped work and false completion. The reported fixture counterexample was reproduced before the correction and rejected afterward. No further review round ran for these wording and test corrections.

Source adoption and installation are separate. Linux and Windows CI must pass before landing.

  • The checks in the README's Development section pass.
  • A change users will notice has a CHANGELOG.md entry under Unreleased.
  • Nothing names a private project or repository, a local path, a home directory or a credential.

Summary by cubic

Routine next-step and backlog requests now keep offers within the selected session purpose. Parked observations enter those offers only when the user explicitly asks for parked or broader work, or evidence shows they block selected work.

  • Finishing the purpose or invoking hr-what-next no longer counts as a broader request; the ledger keeps accounting for every item, with out-of-scope entries offered only by count and ledger link while retaining their decisions and triggers.
  • Adds two eval scenarios (a demonstrated blocker and a finished purpose with parked items remaining) with deterministic tests for accepted and rejected replies.
  • Corrects close-out handling so parked items stay out of close-out offers and their presence blocks a whole-session completion claim, and strengthens the finished-purpose fixture to reject dropped work and false completion claims.

Written for commit b4429ab. Summary will update on new commits.

Summary by CodeRabbit

  • Behavior Updates

    • Routine next-step and backlog requests now remain within the selected session purpose.
    • Parked items stay tracked and counted without being treated as completed or discarded.
    • Parked work is surfaced only when explicitly requested or when it blocks the selected work.
    • When requested, parked items are offered together as separate conversations.
    • Close-out now clearly distinguishes unresolved in-scope decisions from out-of-scope items.
  • Tests

    • Added coverage for parked work, blocking dependencies, scope boundaries, and session completion behavior.

📝 Walkthrough

The changes limit routine next-step and backlog offers to the selected session purpose. They define when parked work may be offered, require continued ledger accounting for parked items, and add evaluation scenarios and tests for these rules.

Changes: Session-purpose boundaries

Layer / File(s) Summary
Define session-purpose and close-out rules
rules/core.md, CHANGELOG.md
Routine backlog requests stay within the selected purpose. Parked items are surfaced only when explicitly requested or when they block selected work. Close-out applies to in-scope items, while parked items remain in the ledger.
Apply scope rules in the skill
skills/hr-what-next/SKILL.md
The skill applies the selected-purpose boundary to scope selection, close-out, reporting, decision offers, and walk-through triggers.
Cover parked-work scenarios and test responses
evals/end-of-reply/scenarios/*, test/grade.test.mjs, test/run.test.mjs
Evaluation scenarios and tests cover blocker offers, post-purpose accounting, explicit requests for parked work, and rejection of premature actions or completion claims.

Priority: ⬇️ Low

Merge Risk: 🟡 Moderate · up to 549a7

Routine next-step guidance may still present parked work inconsistently, while the new checks accept replies that omit required accounting or invite or act on parked work. Clarify the rule and correct the checks before merging.

Security architecture risk: 🔵 Low · up to 549a7

The change narrows which work can be proposed and preserves user control over scope and unfinished items. Remaining uncertainty concerns consistent enforcement through interruption, recovery and installation, rather than a demonstrated expansion of access or authority.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The behavioral change can propagate to configurations consuming the shared core and skill. Its supported scope is work selection and durable work accounting, including cross-project observations; the inspected changes do not establish new service, tenant, credential or infrastructure access.

Trust Boundaries and Controls

  • observed — Discovered observations and inventory output are not grants of authority. A demonstrated blocker can make parked work eligible for a decision, but the blocker scenario explicitly requires selection before implementation. Other sessions' records remain read-only unless the user asks.
  • observed — The inspected evaluation path passes a writing exercise to an operator-configured command and grades its stdout. TOOL_CALL lines in returned text are parsed as evidence, not dispatched as commands. This separates evaluation acceptance from actual authorization or execution.

Resilience and Maintainability Implications

  • observed — The new finished-purpose scenario does not mechanically prove retention of parked state. Its required check is a count phrase, while the reply grading branch applies only declared checks. A response containing that phrase and an unlisted mutating call can satisfy those checks without proving retained records or a ledger link. This is a bounded validation gap, not evidence of an executed mutation or a newly expanded privilege.

Explanation

No changed line adds or broadens a lint, type-check, or formatter suppression directive. The PR changes Markdown and test files, and the diff contains no oxlint-disable, eslint-disable, @ts-expect-error, @ts-ignore, or equivalent ignore directive.

Full details: Rule Changes Documented

Explanation

PASS. The pull request modifies rules/core.md and the existing skills/hr-what-next/SKILL.md, and CHANGELOG.md adds a matching entry under ## Unreleased. No modifier or skill is added, removed, or renamed, so no README.md table update is required.

Review comments at @evals/end-of-reply/scenarios/parked-after-purpose.md:
- Line 3: Update the parked-items scenario fixture and its matching assertion in
the accepted-reply test to require both the parked-item count and the ledger
path. Preserve the existing count requirement while adding the expected ledger
link to the requiredPattern and ensuring the accepted reply includes that exact
path.
- Line 5: Update the expect: reply grading path around forbiddenPattern and
grade so mutating TOOL_CALL actions that remove parked observations are
rejected, while read-only ledger checks remain permitted. Add coverage for this
retention case in the existing grade tests, preserving the current pattern
matching behavior for valid replies.

Review comments at @evals/end-of-reply/scenarios/parked-not-in-menu.md:
- Line 21: Update the scenario’s acceptance criteria to reject unsolicited
invitations to address parked work, including prose questions such as asking
whether to revisit the flaky test, when the user only asks “What next?” Accept
parked-work discussion only after an explicit user request, regardless of
whether the invitation appears in a numbered menu or free-form text.

Review comments at @rules/core.md:
- Around line 183-185: Update the routine “next?”, “what remains?”, and
backlog-request guidance to distinguish accounting from offering: present
in-scope live candidates as decision offers, while accounting for parked
candidates by count and ledger link without presenting them as work. Preserve
the exception allowing parked items to be surfaced when explicitly requested,
broader scope is requested, or evidence shows they block the selected purpose.

Review: #417 (review)
Head: b4429ab
Reason: All four findings are fixed. The finished-purpose fixture requires a ledger path and count, rejects destructive calls, and permits leading read-only checks. The menu fixture rejects unsolicited parked-work questions in prose. The core handback instruction distinguishes accounting from offering. Regression cases passed on old metadata and now fail as intended, while valid controls still pass. The grader interface and implementation are unchanged.

Required local checks passed: static checks; Node tests (183 passed, 7 skipped); Bun tests (643 passed, 8 skipped); skill tests (461 passed); package verification. These are deterministic fixture checks, not model-compliance evidence. The original independent review's two findings remain recorded as addressed locally, without claiming a new independent PASS.

Capacity skips: cubic reports its monthly line limit (40,438 of 40,000, resuming November 11); Greptile reports its 50-credit trial limit. No paid review or quota override was used.

Current-head capacity skip: CodeRabbit reports "Review rate limited" on b4429ab (comment6298595848). The standing no-capacity policy applies; no paid retry is selected. The earlier review findings were fixed and all four threads resolved. Linux and Windows CI are still running, so landing remains pending.
