Setup CLOWarden or equivalent

Basically now that we have a variety of repos we should automate our Git commit access.

https://github.com/cncf/clowarden looks like a good option, however I filed cncf/clowarden#355

Current status of this: a while ago I added a https://github.com/orgs/bootc-dev/teams/maintainers team and just now sync'd it to all repos via a quick script.

One thing I'd like to do actually is give up my "repository admin" privileges on everything in the org by default. Instead, key things like the rulesets (that e.g. block force pushes to git main) actually live in some CNCF-owned repository and require signoff by a CNCF admin or so (in addition to a maintainer).

Something like https://github.com/cncf/org-ops that is an even more centralized clowarden with strong gating.

@nimbinatus I invited you to bootc-dev as an owner but...this is the way I think things should have really worked:

• When someone gets added to MAINTAINERS.md it just automatically synchronizes to repo access per above
• We'd have an OWNERS.md in this repo (infra) is actually "maintainer of bootc-dev org" and you could be added there
