The negated workflows pattern matched every path under the default paths-filter quantifier, so any change triggered the full run.

Summary
workflowsfilter in Detect Changes contains the negated pattern!.github/workflows/book.yml. Under the defaultsomequantifier ofdorny/paths-filtera negated pattern matches every other path, soworkflowswas true for any change and the full run started, including for specs-only PRs.predicate-quantifier: some-with-excludes: a path is included when it matches a positive pattern and no negated one.specs/,.local/and docs not listed in thecodefilter no longer start the full run.
