[Hyperdrive] Remove query duration limit

Summary

Removes an outdated 60-second maximum query duration from the Hyperdrive limits page.

• Removed the maximum query duration row because Hyperdrive does not enforce that documented limit.
• Updated the query limits note so it only describes cached response size behavior.
