Summary
Moves the Containers outbound-traffic guide from Guides to Configuration so traffic controls sit with other configuration topics. Updates incoming links and adds direct redirects from the former Guides and platform-details routes.
This is the information-architecture change being split from #33093. That PR still contains the same move and needs a follow-up commit to remove the duplicate before either PR is merged.
