chore(release): stamp 5.5.2

Stamps package.json and src/jetstream/VERSION for the 5.5.2 release, ahead of tagging v5.5.2 on develop.

Contents since v5.5.1: the seven commits from #5869, plus the changelog sweep for 5.5.1.

Patch rather than minor, matching v5.4.1, which also carried feat: commits and shipped as a patch. The one feature here (View Kubernetes Info) is parity restoration and is written up as such in the changelog fragment.

Pre-tag checks:

• make changelog — 0 dependency bumps in v5.5.1..HEAD; release-notes.sh check v5.5.1 agrees
• fragment audit — fix(home): fit endpoint card counts to their container, and give Kubernetes parity with Cloud Foundry #5869 is the only PR since v5.5.1 and changelog.d/0001-home-card-tile-columns.md covers all three of its threads
• release-notes.sh assemble — valid, one Bug Fixes section with three entries
• local smoke test — make release cf github aio VERSION=v5.5.2 built 8 artifacts, all checksums verified
