Recommendation

Serialize: merge the two pure-docs PRs (#206, #207) first — they are MERGEABLE today — then rebase #240, then rebuild #115 last since it is the largest and already conflicting. Alternatively consolidate #206+#207 into a single governance-docs PR to reduce the collision surface from 4 to 3.
