[scanner] No CI workflow runs check:spelling/check:markdown/check:format — lint regressions merge silently (12 markdownlint + 1 cspell errors landed within hours of #315 fixing them)

Finding

ci.yml (Validate repository) runs only npm run test:unit and npm run build:production. No workflow — ci.yml, deploy-gh-pages.yml, or any other — runs check:spelling, check:markdown, or check:format on PRs or on main. Verified by reading .github/workflows/ @ 60ddab0.

The consequence played out live today:

1. fix: make check:markdown pass on a clean checkout #315 (fix: make check:markdown pass on a clean checkout) merged at ~14:07Z and made markdownlint green.
2. Within the same merge wave, docs(roadmap): add zero-red content pipelines launch-readiness gate #198, docs(launch): remove self-staling 'Today' phrasing from countdown #293 (LAUNCH.md), docs: correct README Deployment section to reflect actual GitHub Pages target #384 (README.md) and adr: resolve duplicate 0001 number and index missing draft #385 (adr/README.md, adr/stakeholder-outreach-draft-for-0001.md) merged — each individually green in CI, collectively re-breaking check:markdown on main.
3. Current main @ 60ddab0, clean checkout: check:markdown exits 123 with 12 errors in 4 files (6× LAUNCH.md MD060, 3× adr/README.md MD060, 2× README.md MD009, 1× stakeholder-outreach MD040); check:spelling fails on 1 word (lightboxes, CONTRIBUTING.md:39 — re-broken after fix: add missing cspell words and drop phantom analyses path #292's cspell-word merge).

Nothing in CI flagged any of this: the lint signal exists only for contributors who run npm run check locally.

Recommendation

Add a lint job to ci.yml running npm run check:spelling && npm run check:markdown && npm run check:format (or npm run check minus link-checking), and make it required alongside Validate repository (#357). Until then, every docs PR can silently re-break the checks #315/#292 just fixed — #264 tracks the current red state.

Opened #464, which fixes the specific regressions this issue reports (12 markdownlint errors across LAUNCH.md/README.md/adr/README.md/adr/stakeholder-outreach-draft-for-0001.md, plus the lightboxes cspell miss).

I could not land the recommended CI-wiring fix (a lint job in .github/workflows/ci.yml running check:spelling/check:markdown) in the same PR: my token lacks the OAuth workflow scope, and GitHub rejects any push touching .github/workflows/* without it. The workflow diff is described in #464's PR body for a maintainer (or a workflow-scoped token) to apply directly.
