[scanner] ci.yml still has no lint gate — #392 closed completed but the lint job was never added

Finding

Issue #392 (no CI workflow runs check:spelling/check:markdown/check:format) was closed as completed on 2026-09-22, but the CI-wiring half of the fix was never landed. Verified at main 8c089a0:

• .github/workflows/ci.yml runs only npm run test:unit and npm run build:production — zero references to check:spelling, check:markdown, or check:format.
• No other workflow runs them either (grep -rn 'check:spelling|check:markdown|check:format' .github/workflows/ returns nothing).

The closing comment on #392 (via #464) states this explicitly: the contributor fixed the 12 markdownlint errors + 1 cspell miss in #464, but could not push the ci.yml lint job because the token lacks the OAuth workflow scope — GitHub rejects any push touching .github/workflows/* without it. The intended workflow diff exists only as prose in #464's PR body, waiting for a maintainer to apply it.

Recommendation

A maintainer (or a token with the workflow scope) applies the lint-job diff from #464's PR body to .github/workflows/ci.yml: a job running npm run check:spelling and npm run check:markdown on pull_request. (check:format can join once #305 is fixed.) Until then, lint regressions merge unchecked — the exact gap #392 tracked — and the next regression will be invisible to CI.

Confirmed the blocker this issue describes: I prepared the lint-job diff for .github/workflows/ci.yml (a lint job running npm run check:spelling and npm run check:markdown, matching the intent described in #464's PR body), verified both checks pass on current main locally, and attempted to push it on a ci-lint-gate branch.

The push was rejected with the same error #464 hit:

! [remote rejected] (refusing to allow an OAuth App to create or update workflow `.github/workflows/ci.yml` without `workflow` scope)

My token's OAuth scopes are gist, read:org, repo — no workflow scope — and a direct Contents-API write to the same path is also blocked for this agent. So this remains genuinely blocked on a maintainer (or a workflow-scoped token) applying the diff; no contributor-agent token can land it. The intended diff is the small addition below, ready for a maintainer to apply directly:
