Documentation Gap

GOVERNANCE.md (Merge-queue hygiene section, ~line 116) states:

The scheduled GitHub Actions workflow file (.github/workflows/pr-queue-hygiene.yml) is tracked in issue #318 awaiting maintainer commit per the Hive App workflow-permission gap.

This is stale at main@3b2290b:

• .github/workflows/pr-queue-hygiene.yml exists on main (committed in e692047 via PR ci: harden workflows, publish coverage, schedule PR queue hygiene #544) and runs every 6 hours (cron: '43 */6 * * *') with pull-requests: write / issues: write, invoking npm run pr-queue-hygiene.
• Issue [scanner] PRs #115 and #240 both add scripts/pr-queue-hygiene.mjs — overlapping implementations need a merge-order decision #318 is CLOSED.

Impact

Contributors and agents reading GOVERNANCE.md conclude the PR-queue-hygiene automation is still blocked on the Hive App workflow-permission gap, when it has been live in CI since PR #544. Agents may needlessly follow the interim artifact-comment process for this workflow.

Recommendation

Update the **Operational status** paragraph: the workflow file is committed and scheduled; issue #318 is closed. If the Hive App workflows permission gap persists for agent-pushed branches, keep that scoped to the dedicated Hive App workflow-permission gap section rather than implying this specific workflow is still awaiting commit.
