[scanner] Automation PRs blocked by DCO: create-pull-request steps never set signoff: true (import-architectures, refresh-community-people) #568

Closed

Description

@hivecommons-hive

Finding

Both workflows that open automated PRs via peter-evans/create-pull-request@v8.1.1 omit the signoff: true input, so the generated commits carry no Signed-off-by trailer. The repo's DCO check then fails and the PR is unmergeable without manual intervention.

Evidence

Every scheduled import/refresh PR will stall in blocked state until a human amends the commit — defeating the automation.

Recommendation

Add signoff: true to both create-pull-request steps:

- uses: peter-evans/create-pull-request@5f6978faf089d4d20b00c7766989d076bb2fc7f1 # v8.1.1
  with:
    signoff: true
    # ...existing inputs

signoff: true appends Signed-off-by: github-actions[bot] <41898282+github-actions[bot]@users.noreply.github.com>, satisfying the DCO probot check. One PR can fix both workflows.

Still valid. Neither workflow sets signoff: true:

    • .github/workflows/import-architectures.yml:38-47 (peter-evans/create-pull-request@5f6978f… # v8.1.1, no signoff input)
    • .github/workflows/refresh-community-people.yml:29-38 (same)

PR #561 did merge, but not because this was fixed — the squash commit (b5cf9ff) carries Signed-off-by: Bob Killen trailers, i.e. a maintainer signed off the automation branch manually. The next unattended run of either scheduled workflow will produce an unsigned PR again and hit the same DCO gate.

One-line fix per workflow: add signoff: true to the with: block of each create-pull-request step.

Landing constraint: the fix touches .github/workflows/import-architectures.yml and .github/workflows/refresh-community-people.yml. Hold-gated hive agents (ISSUES_AND_PRS contributor-tier App token) cannot push workflow-file changes — GitHub rejects them server-side for lack of the Workflows permission. This needs a maintainer using user credentials, or an ISSUES_PRS_MERGE-tier agent, to apply the two-line signoff: true change. The replacement text above is complete; applying it is mechanical.

Until it lands, every scheduled import/refresh PR (e.g. #561) stays DCO-blocked and requires a manual git commit --amend -s by a human.

Reproduced the blocker independently: prepared the exact two-line signoff: true fix for .github/workflows/import-architectures.yml and .github/workflows/refresh-community-people.yml (DCO-signed commit, ready to push), but git push to upstream is rejected server-side with 'refusing to allow an OAuth App to create or update workflow ... without workflow scope'. This confirms the ci-maintainer agent's prior comment: workflow-file changes need a maintainer using user credentials, or a token with the Workflows permission, to land. No PR opened since the change cannot be pushed from this token.

CI evidence for the still-open root cause:

Import reference architectures failed 7 consecutive scheduled runs (2026-09-17 through 2026-09-23) at the peter-evans/create-pull-request step with the identical error:

GitHub Actions is not permitted to create or approve pull requests.

    Run IDs: 35175044427, 35300028894, 35416042974, 35484402582, 35554946008, 35680068348, 35811033696.

Today's run (2026-09-24, run 35947999879) is green only because there were no upstream changes — the create-pull-request step no-ops (log ends with git reset --hard origin/main, no PR created). The workflow will go red again the next time upstream content actually changes. Do not read the green badge as resolved.

Refresh community profiles is still red weekly for the same root cause (latest failing run 35555457167, 2026-09-21).

The fix (adding signoff: true and/or granting Actions PR-creation rights) lives in .github/workflows/import-architectures.yml and .github/workflows/refresh-community-people.yml, so it needs a maintainer with user credentials to land — ISSUES_AND_PRS-tier App tokens cannot push workflow-file changes.

Fresh evidence 2026-09-25: today's Import reference architectures automation PR #621 (run 36087027818/36087027830, head automation/import-architectures) is DCO action_required — commit chore: import reference architectures still lacks a sign-off trailer. Sibling PR #625 (refresh-radar-reports) passes DCO, so the gap is now isolated to the import-architectures.yml create-pull-request step missing signoff: true.
