docs: update GOVERNANCE.md pr-queue-hygiene status - #580

The pr-queue-hygiene.yml workflow has been committed on main since PR #544 and runs on a schedule. Issue #318, which tracked getting it committed, is closed. Update the Merge-queue hygiene operational status paragraph so it no longer implies the workflow is still awaiting maintainer commit.
