Consolidate the 19 open automated test-coverage PRs into thematic groups

Summary

A review of the 20 currently open PRs found no true duplicates — every PR touches a distinct set of files with zero file overlap. However, 19 of the 20 are automated test-coverage PRs from hivecommons-hive (opened Sep 25–28, 2026) that are highly related thematically, and consolidating them would significantly reduce review and merge overhead.

The remaining PR, #188 (dependabot dev-dependencies bump), is independent and can be merged at any time.

Why consolidation instead of dedup?

• No file conflicts: Each PR adds or modifies different test files (e.g., test(mergeQueue): cover queueState, enqueue, dequeue and enqueuedByBot directly #190 adds __tests__/utils/mergeQueue.test.ts while test(tide): cover the fork-403 diagnosis failures, the refused explanatory comment and the head-moved skip in the merge-queue path #187 adds __tests__/plugins/tideMergeQueue.test.ts — similar names, different files). Nothing needs to be closed as a duplicate.
• High thematic overlap: Many PRs cover error/edge branches of the same subsystems, just split into very small slices. Reviewing them as grouped units gives better context (e.g., all issueComment handler error paths together) and cuts ~19 review cycles down to ~6.
• Sequencing constraint: chore(coverage): raise vitest coverage thresholds to the current floor #202 raises the vitest coverage thresholds to the "current floor". That floor is only real once the other coverage PRs have landed — merging chore(coverage): raise vitest coverage thresholds to the current floor #202 first (or mid-stream against a partial set) risks CI failures on the remaining PRs. It should merge last.

Note: #208 spans multiple areas (prefixed labels, run, comments, configLoader), so it either anchors one group or gets split across the groups above.

Recommendation

1. Merge chore(deps-dev): bump the dev-dependencies group across 1 directory with 5 updates #188 (dependabot) independently whenever convenient.
2. Consolidate the 19 bot PRs into ~5–6 thematic PRs (or a single coverage mega-PR if preferred).
3. Land chore(coverage): raise vitest coverage thresholds to the current floor #202 last so the raised thresholds reflect the fully merged test suite.
