This PR fixes the first rehearsal finding:
github.job_workflow_refis an OIDC claim, not agithubcontext property, so it evaluated empty and the release-tools checkout silently synced the caller repository instead. The workflows now check outcodama-idl/release-toolsatgithub.job_workflow_sha— the exact commit of the reusable workflow file — which also preserves callers' tag pinning.
