This PR makes the cut's
announceoption usable from any repository: the thread is always created in the ecosystem's announcement hub (codama-idl/specby default, overridable via the newannounce-hubinput for drills), using an org-wide app token with the Discussions permission — the caller'sGITHUB_TOKENcannot write cross-repo. When the driving repository is not the hub, the title and copy name that repository and never mention the spec. Motivating case: an ecosystem-impacting codama-only major (e.g. breakingdynamic-*changes) that needs a full candidacy without any spec change.
