This PR adopts codama-idl/release-tools v1 per RELEASING.md:

  • the postversion guard chains after changeset version in release:version, blocking release PRs that cross a major illegally;
  • new release:publish script, so the promote workflow has a package.json script to retag (the workflow's publish-script now points at it);
  • cut and promote dispatch wrappers calling the reusable workflows at @v1 — with tracking-issue and announce defaulting to true, since spec is the repo that drives ecosystem transitions and hosts the announcement channel.

Ported to main in a sibling PR.
