This PR documents the announcement-thread flow shipped in codama-idl/release-tools#6: the cut opens the wave's Discussions thread (driving repo only,
announceinput), and the candidate declaration lives there — body edit for state, comment for notification, template embedded in the thread. The tracking issue links the thread instead of hosting the declaration.
