chore: remove unused minFunction utility

Removes the unused minFunction export from src/utils/minMaxFunction.ts. minFunction had no callers anywhere in the codebase (production or test), was never referenced directly, and had a latent bug (initializing minVal to -Infinity makes val < minVal always false, so it could never actually compute a minimum) confirming it was never exercised. maxFunction in the same file remains in use by src/activities/tasks/assignGroups.ts.
