🤖 bug: the crash-orphan sweep leaves delegated targets on non-worktree runtimes #5129
The startup sweep for #4983 removes a delegated task(kind:"workspace", mode:"new") target that a crash left without a handle record, but only for single-project worktree targets. Targets on other runtimes are logged and left in place, so the user still has to remove them by hand:
project-dir local (the checkout is the shared project directory, so the git work check would judge the user's own edits)
SSH and Coder (remote checkout; the host may be unreachable at startup)
Docker (removal deletes the whole repository copy, so keeping the branch does not preserve anything)
devcontainer
multi-project targets
Direction
For each runtime, decide what a forced, branch-keeping removal destroys, and add a matching "never ran work" check before enabling the sweep for it. #4819/#4841 showed that each runtime brings its own removal hazards, so enable one runtime per change.
This depends on the parked design in #4983: a future fix must first satisfy the requirements recorded there. PR #5130, the worktree-only attempt, was closed unmerged.

Picked up by the issue coordinator: workspace plan-crash-orphan-sweep-4983, branches delegated-creation-binding (backend) and delegated-creation-banner (UI), as a 2-PR native stack.
Approach (approved): surface orphaned delegated targets to the user instead of deleting them. A creator-written row field binds the target row to its handle and owner; a startup pass flags rows whose setup never finished; a banner offers the normal confirmed removal or Keep.
