1. feat: ショートカットキーのローカルストレージ保存に対応

• ショートカットキーについて、これまでローカルストレージの保存対象外でしたが、対象にしました。
• 通常のキーアサインと同様、保存したショートカットキーは水色になります。
• 通常のキーアサインと異なり、デフォルトから外れない限りはローカルストレージへ保存されません。
• KeyPattern: Self時のショートカットキーの状態は、ローカルストレージで保存されているものが優先されます。
  無ければ、製作者が指定するショートカット⇒カスタムキーで指定するショートカット⇒デフォルトの順に適用されます。
• KeyPattern: Self以外の場合は、ローカルストレージで保存されたデータは適用されません。通常のキーアサインと同じです。

2. refactor: getTransKeySelfCtrl, applyTransKeySelfPattern関数をkeyconfig.jsへ移動

• キーコンフィグ画面でしか使わない関数のため、本来位置に戻しています。
