↩ Change 0522 — Share the JSON-key rules between internal/cli and internal/app

Moves the JSON-key walk into one place: internal/app exports RequestJSONKeys, built on a shared walk that requiredJSONKeys also uses (filtered to docket:"required" fields). The CLI's duplicate internal/cli/requestkeys.go is deleted, its two unit tests move to internal/app, and the call sites in change.go and jsonfile_production_test.go call app.RequestJSONKeys. The two comments that pointed at the old CLI copy now name the shared function. No change in behavior.

Review

Whole-branch review (standard tier): clean, no findings.
