Code health: run the linter from the agents branch - #200

devtools/code_health and devtools/verify.py now live on the fork's agents branch (#199). code-health.yml becomes a stub that checks agents out into .agents-tools, runs the self-tests there and then the linter with --root at this checkout, using the same base logic as before; a workflow_dispatch input allows a manual run against a given base. Depends on #199 (merged into
agents), which made the fork'sagentsbranch the home of the C++ Code Health linter. The linter (
devtools/code_health) anddevtools/verify.pyare fork-only tooling but sat onmainand every code branch. This deletes them here and turnscode-health.ymlinto a stub: it checks outagentsinto.agents-tools, runs the linter's self-tests there (the layering test reads this checkout viaCODE_HEALTH_REPO), then runs the linter with--rootat this checkout and the same base logic as before (PR base, pushbefore, or the empty tree); aworkflow_dispatchinput runs it against a chosen base. Tested by this PR's own Code Health run and by a dispatched run on #169's branch with this merged in.🤖 Generated with Claude Code
