feat(issues)!: enable stale triage by default - #812
The temporary opt-in needs to be retired once inactive issue triage is verified across the portfolio.
What
Make triage run by default while preserving an explicit opt-out during the final transition. Keep read-only previews available and verify both choices.
This is the default-on bridge for #808. Its merge/release gates are 25/25 actual first-wave adoption receipts and qualified-host acceptance from World at Ruin. Current first-wave evidence is 23/25; devantler-tech/world-at-ruin#1587 and devantler-tech/platform#5588 remain in progress. This draft does not change any deployed caller.
The seven-file change defaults both interfaces on, keeps explicit false as an opt-out, retains dry-run, and changes the native lifecycle/read-only callers to omit the gate. An immediate opt-out proof rejects any CLI/API/network trace before the live fixture can overwrite it. The 16 focused and 16 baseline local checks passed; post-integration admission, selection and reducer checks also passed. Actual native action execution, exact-head review, protected merge and publication are still required.
Note: CodeRabbit is an incremental review system and does not re-review already reviewed commits. This command is applicable only when automatic reviews are paused.
The stale-triage enabled input now defaults to true. Callers can still pass false to disable triage. The scheduled workflow and usage examples now rely on the default. CI tests explicitly opt out where required and verify that opt-out leaves request and network traces empty.
devantler-tech/.github#809: This PR changes the enabled contract introduced by that PR and updates its callers and tests.
Priority: Low
Merge Risk: Minimal · up to 25cb0
The change enables stale triage by default while preserving an explicit no-op opt-out; no concrete merge-blocking defect remains.

- Line 10: Change the `enabled` input default from true to false so the
scheduled caller, which omits the input, does not activate live stale-issue

### Maintaining the catalogue
**Validate before any PR:** `actionlint` on every changed workflow/action (else a thorough YAML parse); confirm `uses:` refs resolve and are pinned/aligned; check `inputs`/`outputs`/`shell:` are declared; for reusable workflows keep `on: workflow_call` inputs/secrets backward-compatible. No app build here — YAML correctness + pinning is the gate. Keep all remote actions pinned to full-length commit SHAs. Native `$/` self-references bind to the defining file's repository and exact commit; same-source actions and reusable workflows use this form. Retain source checkouts only where scripts or fixture data still need their files. Deliberately checked-out product-base validators must retain that different source identity. Follow the catalogue guide's self-reference rules; never weaken a security control to pass a check.

The completed full review reports minimal risk and no concrete remaining defect, but its new summary schema contains no canonical recent-review verdict/range. The native no-gate guard admits this restarted round. Advancing through the supported review lanes without changing the gate. Codex currently reports an account code-review usage limit, observed again from its authenticated refusal at devantler-tech/platform#5584 (comment); no reset is supplied.
CodeRabbit: completed full review at 2026-10-29T20:58:24Z, but the edited summary has no canonical recent-review verdict/range. Native no-gate guard ADMIT for the authenticated restarted round at 20:43:58Z. Scope: this PR/head; recovery: recognizable substantive artifact.
Cursor Bugbot: authenticated usage/spend refusal, event 2026-10-29T21:06:16Z, freshly observed 2026-10-29T21:07:18.289Z. Scope: this repository/request and requesting user/team. No reset stated; no paid increase authorized.
Reviewed all seven changed files for correctness, security and repository invariants. Both interface defaults now agree; explicit false bypasses all authority. The opt-out fixture verifies a live server and empty CLI/network traces before any later action can overwrite evidence. Omitted-input action and read-only workflow paths execute in native CI; the writer is skipped for preview. Permissions, immutable actions/stale pin, issue types/exemptions, 90/30 policy, recovery and serialized cursor remain unchanged. The breaking migration docs match the interface. All 25 actual initial rollout receipts and released qualified-host acceptance satisfy the original prerequisite; its exact resolution record and thread were checked. Complete comments/reviews/threads have no unresolved finding. Native CI and reducer passed.
Ready at 25cb01d228bb610c6ea15a8950f27f6a48ed5be6: all native CI and the required reducer passed. All 25 initial live adoptions and the released qualified-host repair are verified. The current-head self review is green, with no unresolved body or thread findings. Current ownership and readable required gates are clear, and GitHub reports CLEAN while enforcing Code Quality.
Protected merge, actual publication and native source-pilot execution remain required. #808 stays open through final caller adoption.

Main preview passed with its writer skipped; actual main live execution passed at 5da56a80f81bff453925c8ac342367c4e20a695a. The 90/30 policy, exemptions and recovery remain active. #808 stays open through final caller migration.
