fix(vault): retire Crossview's credentials and the one-off retirement - #5423
Crossview's stored credentials were deliberately kept in the vault when the app was removed in #5384, so that a failed deploy could still heal cleanly. Once the one-off retirement has deleted Crossview and its database, nothing can need them. The one-off retirement workflow itself has then done its job.
What
Deletes Crossview's three stored credentials and its read permission from the vault, and stops generating them. Removes the one-off retirement workflow and its tooling, and moves the last test fixture off the retired Crossview namespace.
Merge order satisfied: the "Retire Unused App Leftovers" workflow ran successfully on main (run 40464868286). A read-only check confirmed nothing of Crossview, Headlamp or Backstage remains in production.
The retirement run deleted Crossview, its retained database and their
storage, so nothing can need Crossview's credentials any more. Remove its
Vault seed chain (generators, generated ExternalSecrets and PushSecrets),
its seed-write grants and its read policy from the external-secrets role,
and have vault-config delete the retired policy and destroy the three KV
entries idempotently.
The one-off Retire Unused App Leftovers workflow, its script, test and CI
step have done their job and go too; the docs now describe them in the
past tense.

The Infrastructure as Code fixture still sat in the retired crossview
namespace. Use github-config instead; deferred from #5384 to avoid a
merge-queue conflict with #5383.

Walkthrough
The changes remove Crossview’s Vault seed chain and access, including cleanup of its stored KV entries. They also remove the completed retirement workflow, script, and CI checks. Documentation records the workflow’s completion, and the Homepage test fixture now uses GitHub Config.
No concrete merge-blocking risk remains in the reviewed changes.

Full details: Linked Issues check
Explanation
The PR satisfies the coding requirements in #5391. It removes the nine Crossview seed manifests and their Kustomization entries. It removes Crossview read access, seed-write grants, the app-crossview-readonly policy, and the external-secrets role reference. It adds idempotent deletion of apps/crossview/{db,app,admin} metadata and all versions, with other deletion errors failing the Job. It removes the retirement workflow, script, test, and related CI commands. It renames the deferred Homepage policy fixture. The retirement-run and post-deployment checks are operational requirements, not additional code requirements.
Full details: Out of Scope Changes check
Explanation
The changes remain within #5391. The workflow, script, test, CI cleanup, Vault cleanup, and fixture rename directly support removal of the completed Crossview retirement process and its seed chain. The AGENTS.md and developer-platform documentation updates record the completed retirement. No unrelated product or infrastructure behavior is introduced.

Readiness evaluation at bb72a3856572c60e7ae2d9655a1d9c2dec6a5155
Precondition met: run 40464868286 deleted the protected leftovers and passed its own proof. A separate read-only check confirms every one is absent, with a real NotFound for each and non-empty list controls. A sweep of 2,201 cluster-scoped objects across every kind finds nothing named after the three apps.
Rendered effect: the production infrastructure layer renders no Crossview object. vault-config deletes the retired policy, drops the seed grants and the role binding, and destroys apps/crossview/{db,app,admin} idempotently. The authorization ledger is unchanged.
Review: CodeRabbit is rate-limited, and Codex reviewed this head with no findings.
Unreachable gate: the Vault deletions happen when the deploy's vault-config Job runs, and this host has no OpenBao access. After deployment I'll verify the Job succeeded and its log reports the retirement, without reading any secret value.
Evicted from the merge queue: production is blocked by an unrelated incident
The merge-group deploy (run 40466889402) reconciled every layer except apps, which failed only its health check on the stalled private-mail StatefulSet. That incident is tracked in #5412. Until Email is healthy, no change that deploys can merge. The heal restored main.
This PR is unchanged and still has a green review at bb72a3856572c60e7ae2d9655a1d9c2dec6a5155. Re-enqueue it at this head once apps reports Ready. #5391 is recorded as blocked by #5412.

…e deleted
The cleanup checked existence with `kv metadata get` and treated any
failure as "already retired", so a transient read error would leave the
credential in place while the Job reported success. Delete the metadata
directly: OpenBao treats absent metadata as a successful delete, so
re-runs stay no-ops, and any other error fails the Job under set -e.

Requesting a review of the current head aafb4e2c. This head drops the metadata get probe before each retired Crossview metadata delete, so any delete error now fails the Job. The earlier Codex green was for bb72a385. CodeRabbit is rate-limited until about 20:55Z. apps is Ready again (#5412 no longer blocks), so the PR goes back into the merge queue once this head has a green review.
Codex is green at aafb4e2c, but hold the merge queue until #5414 merges. Simulating the queue (main + #5451, #5429, #5409, #5414, #5454, then this PR) gives a content conflict in .github/workflows/ci.yaml. #5414 adds its Validate generated autoscaler cleanup step directly after the 🧹 Validate the unused-app retirement step that this PR deletes, so the two hunks touch and git cannot merge them. Main plus this PR alone, and every other queued PR, merge cleanly.
Once #5414 lands I will merge main here, keep #5414's step and drop the retired one, re-run CI, re-secure a review at that head, then enqueue.
Resolve the ci.yaml conflict with #5414: keep its generated-autoscaler
cleanup step and drop the unused-app retirement step this PR retires.

Why
Crossview's stored credentials were deliberately kept in the vault when the app was removed in #5384, so that a failed deploy could still heal cleanly. Once the one-off retirement has deleted Crossview and its database, nothing can need them. The one-off retirement workflow itself has then done its job.
What
Deletes Crossview's three stored credentials and its read permission from the vault, and stops generating them. Removes the one-off retirement workflow and its tooling, and moves the last test fixture off the retired Crossview namespace.
Fixes #5391
Merge order satisfied: the "Retire Unused App Leftovers" workflow ran successfully on main (run 40464868286). A read-only check confirmed nothing of Crossview, Headlamp or Backstage remains in production.
