Why
Idle databases can report stalled checkpoints after normal archive activity. The correction needs a deployable build while upstream review continues.
What
Builds and signs the reviewed correction against the releases already in use, while preserving detection of real checkpoint stalls. Image adoption and live alert recovery remain separate steps tracked in #5446.
