build: turn off the pnpm side-effects cache - #12

A cached build of lefthook skips its postinstall script, so pnpm install did not install the Git hooks. Turn off the cache, so the script runs on every install. Explain the setting in CONTRIBUTING.md and name the command that installs the hooks by hand.
