Add a tag job to the Push main workflow. It tags the merge commit of a release pull request that the GitHub App opened, so a maintainer no longer pushes the tag by hand. Update the release docs to match.

Adds a
tagjob topush-main.yaml, next toci, that runsdnd-mapp/action-tag-releasev1.0.0. When a push tomainis the merge of achore/release-X.Y.Zpull request that the dnd-mapp GitHub App opened, the job creates the annotated tagvX.Y.Zon the merge commit with the app token, which starts the release workflow. Every other push ends with a notice.permissions: {}, one run at a time, and the pinned SHA.CONTRIBUTING.mdnow says thetagjob creates the tag.AGENTS.mdsays thetagjob tags the merge commit of release pull requests.No changelog entry, because this changes only contributor tooling.
