fix(brokers): refresh moved opt-out URLs and clear dead ones

Checked every opt_out_url (and authority website) with a browser UA:

• 127 that redirect to a working page now point at the final URL (rebrands,
  new privacy portals, OneTrust/Termly forms). Redirects that land on a
  homepage, a 404 page, a parked domain or an unrelated page are treated as dead.
• 60 that 404 or whose domain no longer resolves are cleared with a dated
  note, keeping the row and any email (same convention as audit-brokers --fix).
• Guide-page brokers checked by hand: MyLife -> /privacyrequest, NeighborWho ->
  BeenVerified-style /svc/optout/search/optouts, Addresses.com (form removed)
  -> its parent Intelius's privacy center, AdvancedBackgroundChecks -> /opt-out
  (geo-blocked from the EU; per current third-party guides). Nuwber's domain
  has no DNS records, so its URL is cleared; the email stays.
• NZ Privacy Commissioner complaint link updated.

Found by an Ahrefs crawl of eraser.drumandbytes.dev (155 external 3XX, 104 4XX).
