Documentation Rules

• docs() now provides an external_needs attribute. Use this instead of the data attribute for external needs.
• docs() and docs_bundle() now support a code_targets attribute. Use it to associate documentation with the code it describes (for example cc_library targets).
• docs() and docs_bundle() can now consume generated .rst files via the data attribute. See the generated documentation guide:

Configuration

• conf.py is no longer required and its use is discouraged. Instead, configure projects through the project and project_url attributes of docs().
