[WIP] Add lifecycle mock header renaming patch to fix build

• Inspect the failing CI workflow/logs and confirm the missing lifecycle mock header error
• Compare the release_candidate_09 branch contents with the expected PR Update to lifecycle 0.4.0 #314 lifecycle mock rename patch inputs
• Add the lifecycle mock rename patch and wire it into MODULE.bazel and known_good.json with minimal changes
• Run targeted validation for patch registration and formatting, then review the final diff
