Update GitHub Actions off Node 20 and pin to commit hashes - #4

Bump checkout, setup-uv, upload-pages-artifact, and deploy-pages to their latest Node 24 releases, pinned by commit hash. setup-uv no longer publishes major tags. Add Dependabot to keep the pins current. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Node 20 GitHub Actions are deprecated. This updates every action in the docs workflow to its latest Node 24 release and pins each one by commit hash.
