Fix Wayland protocol state and capture cleanup

Summary

• publish COSMIC state batches and expose delivered geometry and workspace data
• remove the stale private COSMIC workspace binding in favor of ext-workspace
• make COSMIC overlap attachment independent of realization order
• make generic, Hyprland, and Phoc capture cleanup leak-safe and idempotent
• add COSMIC adapter/session coverage and preview failure-path tests
