Finishes DOS-7378

Summary

Bumps backoff from 1.4.3 to 1.11.1 in the supervisor venv (GSRE-3802).

Why

backoff 1.4.3 uses asyncio.coroutine, which was removed in Python 3.11.
pre_supervisor_checks.py imports backoff, so supervisor fails to start on
newer Python versions. 1.11.1 needs no changes to the script.

Make sure that the following steps are done before merging:

  • Have a Site Reliability Engineer review the PR if you don't own all of the services impacted.
  • If you are adding any new default values that need to be overridden when this change goes live, update internal repos and add an entry to the top of the CHANGELOG.
  • Performed the appropriate testing.
