dev: Update the file IDs to the latest OpenArm 2.0 Google Drive contents - #40

Google Docs can't be downloaded by the download URL used in the release job. Add the third column to file-ids.tsv for the MIME type of Google Workspace files. The release job exports Google Docs as PDF when the column is "application/vnd.google-apps.document". Other Google Workspace files (Sheets, Slides and so on) aren't supported yet and generate-file-ids.rb skips them. Also document in dev/README.md that file-ids.tsv must be updated before tagging a release. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
