Breaking changes

gh aw logs now defaults to a 1024 MB (1 GB) storage budget instead of unlimited downloads. Use --max-storage 0 to retain unlimited storage, or set a larger budget explicitly. MCP logs calls inherit this default unless max_storage is provided; max_storage: 0 disables the limit.

Global work-queue configuration moves to .github/workflows/aw.json under work_queue, including scheduling and backing Issue/label settings. AW handles authorization, credentials and approved worker routes; no queue enrollment or producer allowlist is needed. Missing settings support automatic first-use bootstrap with concurrency 16, pending limit 4,096, singleton assignments and three attempts with 30-second backoff. Existing queues use installed Policy; apply changes through an explicit quiescent policy --from-config --epoch EPOCH. Workflow-level work-queue-policy and tools.work-queue.issues are deprecated and conflicting definitions fail. Historical ledgers remain readable.

Compatible worker deployments evolve prospective execution without draining. Logical contracts, explicit execution pins and frozen Dispatch bindings preserve existing Work, dependencies, Results, fairness debt, reservations and recovery. Unavailable or incompatible workers pause affected Work only. Scheduling economics remain separate, explicitly quiescent Policy transitions.

Standalone work-queue Policy seeding is no longer supported. Submit Work through an authorized workflow/Action or gh aw work-queue submit-work / submit-graph; the first accepted submission atomically creates Policy and Work. Remove initializeWorkQueue, initializationContext, and pre-submission policy commands from setup scripts. The policy command only updates existing, quiescent queues. Historical Policy-only genesis records remain readable.
