BFE-977: feat(rewards): move spot claims SDK path to /v1/rewards/spot-claims - #298

Mirror the rewards-service move of the spot claims read endpoint from /v1/spot-rewards/claims to /v1/rewards/spotClaims (so it falls under the /v1/rewards ingress prefix) in the spec and the aggregator, and regenerate the TypeScript, Python, and Rust clients. Bump versions (rust/python 1.21.0, ts 2.3.1). Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
