This pairs with flashbots/attested-tls#79 and adds a command line option for a dynamic measurement policy. This means measurement policy will be re-fetched from a resource (file or URL) and can change over time.
This is a breaking change because it changes the format of the measurement headers. Now they show the matched measurements from the policy rather than the raw values. In most cases this will be the same thing, but not with 'portable' image hash based measurement policies.
