Summary

Redirect all project CRUD consumers (Rust client, CLI, MCP tools, UI) from the orchestrator service to core. Association operations (add/remove agent/workflow to a project) remain on orchestrator.

Context

Part of #1305 (Migrate projects entity from orchestrator into core). This phase executes after Phase 1 (core has the API) and Phase 2 (data is backfilled), and before Phase 3 (orchestrator CRUD removal). Consumers must be repointed before the orchestrator endpoint is deleted to avoid a window where clients hit a dead endpoint.
