ci: pull base images from getsentry/image-mirror - #700

Docker Hub has been rate limiting and timing out anonymous pulls from GitHub-hosted runners. Use the GHCR copies from getsentry/image-mirror, pinned to the patch tag each floating tag resolved to. Co-Authored-By: Joshua Li <14209781+joshuarli@users.noreply.github.com>

Move Docker Hub base images onto GHCR mirrors:
debian:12-slim→ghcr.io/getsentry/image-mirror-library-debian:12.15-slim, which is what12-slimresolves to today. Changed inDockerfileandscripts/strip/Dockerfile.cctools.python:3.14.4-slim-bookworm→ghcr.io/getsentry/image-mirror-library-python:3.14.4-slim-bookworm. Changed inDockerfile,scripts/strip/Dockerfile.cctools,tests/e2e/Dockerfile.test-runnerandtests/e2e/mock-sentry-api/Dockerfile.Why:
e2e,testandbuild-arm64have been failing on anonymous Docker Hub pulls (429 Too Many Requests) from GitHub-hosted runners.Depends on getsentry/image-mirror#37 being merged and synced.
Not included: the
tonistiigi/binfmtpull insidegetsentry/action-build-and-push-images. That's fixed in that action, and this repo will need a SHA bump once it merges.via @joshuarli.
