Description

Follow-up for #725

• Round fractions up. cache.ttl is an integer. If an SDK cuts a 0.3s TTL down to 0, the value means "expires immediately", which would be wrong.
• Omit cache.ttl when each read restarts the TTL. cache.ttl counts from the write. A TTL that restarts on each read (Caffeine expireAfterAccess, .NET SlidingExpiration) counts from the last read, so the UI would show the wrong expiry time.
