Removes the "include": "<=1.96" upper bound from the litellm test suite in scripts/populate_tox/config.py. The upstream issue it pointed to (BerriAI/litellm#36384) has been closed.

The test matrix was regenerated with scripts/generate-test-files.sh --only litellm. tox.ini and the populate_tox caches only change for litellm. The run would also have pruned the unrelated boto3 entries from releases.jsonl, so I kept those. The suite now tests 1.87.5, 1.97.0, 1.106.4, and the 1.107.0rc2 pre-release.

Known-broken litellm version now selected

Medium Severity

Removing the include bound lets the version picker select litellm 1.97.0 on Python 3.10. That published wheel still raises PydanticUserError when building Message/ModelResponse, so litellm.completion() in the integration tests fails. Closing the upstream issue does not repair the 1.97.0 release.
