Update the Sentry Rust SDK to 0.49.3. This version includes [a fix](getsentry/sentry-rust#1286) to stop sending client reports for transactions and spans when tracing is disabled, which will significantly drop the amount of telemetry reported as being lost by Snuba, as Snuba does not enable tracing for the Rust SDK. These changes also fix a deprecation warning regarding calling `enable_logs` by removing that call.
