Moves uv from 0.13.4 to 0.13.5 for [VULN-3216](https://linear.app/getsentry/issue/VULN-3216) (eMudhra CA compromise). Follow-up to #746, which went to 0.13.4. 0.13.4 removed the eMudhra root from uv's bundled store. [0.13.5](https://github.com/astral-sh/uv/releases/tag/0.13.5) also rejects certificate chains that contain the compromised eMudhra intermediate keys (`rustls-webpki` 0.103.16), and its managed CPython builds ship pip with certifi 2026.10.19. **Changed:** the same uv pins #746 touched: setup-uv `version` in `.github/workflows/ci.yaml` and `devenv/config.ini` `[uv]` (URLs, four sha256s, `version`). Moves the pinned uv from 0.8.2 to 0.13.4 for VULN-3216 (eMudhra CA compromise). uv bundles its own Mozilla root certificates, and 0.13.4 is the release that updates them (
